So it sound like they think that she is a candidate for surgery. That is still excellent news. And yes, they do now try to treat with chemo first and shrink the tumor and then take to surgery. This is typical.

I would also ask if there are any clinical trials that she should be considered for at this critical initial juncture. And if possible, get a second opinion early.
