Did she have radiation before or after the surgery? If not, then that is something that could be done for the pancreas recurrence. But if the liver metastases is still there, the doc may not want to do this because they can't include the liver met in the radiation field. But radiation could still help her if pain is a problem.

Are you close to any of the major hospitals that are doing clinical trials? If so, I would see if there is an Immunotherapy trial that she is eligible for. Sometimes they aren't listed specifically under the trials for pancreatic cancer patients. Instead they are listed under trials for 'solid tumors'. That means many different types of cancers are eligible - including PC.

Ask the doctor if they can review the trials at their hospital for immunotherapy trials that are worth considering. You can also call PanCan and ask for a patient advocate to help you review the clinical trials in her area.

I would also make sure she has a Palliative Care doctor as part of her treatment team. These doctors can make sure her pain is well controlled, that she is sleeping/eating/has energy/is going to the bathroom, and more. These doctors will improve the quality of her life and the length of her life. Treating these symptoms are even more important than treating the tumor.
