To the extent that anything about pancreatic cancer is normal, it's not unusual for bile duct stents to become an issue -- they can be a source of infection, become blocked, become dislodged, etc.

Nor is the installation of a gall bladder drain unheard of. The idea is to basically take the pressure off the gall bladder and let the drain do the work so healing can take place. It's encouraging if the doctors are planning on removing the drain in a few weeks. Gall bladder drains sometimes become a more or less permanent fixture.

It's impossible for anyone here to say whether your father's cancer has advanced. None of the information you have provided definitively rules it in or out.
