I think I would talk to the nurse who is overseeing the clinical trial patients to see if there are any specific rules about out of country travel or any other specific restrictions. Also what additional precautions would be recommended for travel at this of the year and in Mexico specifically. It is understandably hard on you, but you do want to protect yourself and consider your own family's interests most of all. It may depend on where in Mexico your brother is as right over the borer or in a major, relatively safe area with easy plane access may be more doable than out in the hinterlands with rough on land travel. Check to see if you could travel as directly as possible and visit a short time which would not interfere with any aspect of the clinical trial testing or clinic visits.
