This happened to my husband, a few months before they found a recurrence of his cancer in the original tumor bed.

It MAY be a sign that the cancer is 'regrouping' for another growth spurt, or maybe its the body's immune response to the DEATH of cancer cells.

Treatment MAY be warranted. But the insurance companies may NOT want to pay for treatment until there are solid signs of a recurrence, and by then, it may not be soon enough.
