Janice,

Primary job of the white blood cell are to fight off infection. Hence the increase count. The job of the red blood cells to provide oxygen and food to the major organs. His red blood cells are being affected and infected by the cancers cell, which are cutting off the flow of red blood.

I am not doctor, but I believe this correct.

Your brother needs medical attention immediately, if he wants to purse alternative options, that is fine as long as they don't, don't affect the treatment prescribed by a qualified oncologist.

This guy is a quack and your brother is suffering while this guy bends him over and steals his life away from him.
