There are some conditions-even if only temporarily-that would rule out chemo. If these can be remedied, chemo can become an option.

While chemo is likely more difficult for someone in generally poor health, there seems to be a lot of randomness and unpredictability in how people respond. Hard to say where the cutoff between treat and don't treat is. In general, I would say err on the side of what the patient is comfortable with and see how it goes.

I agree with the other posters that you should either have better communication with your oncologist or find a new one.
