Maybe surgeon didn't realize he couldn't get it all until already performing the surgery? Usually that just results in an aborted whipple - that was my worst fear with FIL's surgery, that we would get a call 1 hour into the operation or so, telling us they couldn't do it. But thank goodness they did!

P.S. FIL's first doctor told him basically to give up. He said PC is a death sentence and so don't do any treatments and enjoy whatever remaining quality of life he had (gave him 3-6 months life expectancy). THANK GOD we did not listen to him!!! FIL turned out to have a great Whipple procedure, got all the cancer, and now in chemo. Great quality of life now - on vacation this moment - and he's already made it 5 months since DX (4 months since Whipple)!!!!!!
